Official BSA policy for earning merit badges is HERE. but in selecting a merit badge to do, not all are appropriate for all boys and all ages. Many depend on maturity and physical development. Scoutmasters will evaluate this when the boy requests the blue card. The boy’s first priority in scouting should be learning the scout skills needed to advance through 1st class.
